This service allows private schools to submit a formal request for approval to increase or decrease school fees.

The processing period (in working days) mentioned above begins once KHDA has received all required documents.
Required documents
- For requests to increase tuition fees (for-profit schools):A letter from the school principal requesting an increase in tuition fees
- For requests regarding tuition fee increases (not-for-profit schools):
- Approval by the Board of Trustees for the proposed increase
- Evidence of parental involvement and approval by the parents’ representative
- For requests to decrease tuition fees:
- A letter signed by the permit owner requesting a tuition fee decrease (including the reason for the request)
- Analysis of action and impact
- For exceptional requests for tuition fee increases: Fulfilment of the requirements of the Exceptional Tuition Fee Increase Framework (Fair Rate of Return)
Terms and conditions
- KHDA Educational Services Permit and the Commercial Licence must be valid at the time of submitting the application for this service.
- The school can only apply for a fee increase or decrease 3 years after the school's establishment and activity begins
- Requests to increase school fees are governed by KHDA’s School Fees Framework and require final approval from KHDA.
- The exceptional fee increase applies only to for-profit schools.
- If the school decides to re-structure the tuition fees to a lower fee structure, it cannot revert to the previous fees, and any future fee increases (in accordance with the KHDA Fee Framework) will be applied to the newly restructured fees.
- The school must notify parents as soon as KHDA approval is granted for a tuition fee adjustment.
- The fee increase will apply for the upcoming academic year and cannot be transferred to any other academic year.
- The revised fees must be clearly displayed on the school’s website and in all relevant school publications, advertisements, and marketing materials.
- Approval from the Parent Council is necessary for any fee increase in not-for-profit schools.
The process
- Apply through the KHDA Portal along with all required documents
- KHDA reviews the request and issues a decision
- If approved, the school's Educational Services Permit is updated accordingly
