The Education 33 (E33) strategy announced by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Executive Council of Dubai, is a transformative vision for education in Dubai.
E33 signifies a shift in Dubai’s education ecosystem from a traditional, institution-centric model to one that is learner-centric, adapting to every individual’s needs and aspirations. From early learning, through to higher education and beyond, the E33 strategy will ensure learners are well equipped with the skills and opportunities they need to succeed at every stage of their life, and be impactful members of Dubai’s future.
E33 Goals
With the learner’s journey at the heart of the strategy, E33 focuses on five strategic goals:
- Productive Emiratis empowered with high quality education: Empowering Emiratis with high quality education, enhancing their educational achievements, and embedding Emirati values and the Arabic language in the learning experience to strengthen cultural identity and prepare Emirati youth to drive the nation’s future.
- Equitable and accessible education designed around the wellbeing of diverse learners: Benefitting learners across all fee levels to ensure that all students have the skills and opportunities to progress and thrive, contributing to a more inclusive society. By prioritising affordable and accessible education options, E33 ensures that every family can choose educational pathways that best support their child’s growth and development.
- Engaged educators and parents that nurture lifelong learning: E33 aims to attract more Emirati educators and empower parents to be active participants in their children’s education to create a more connected and engaged community that supports learners at every step.
- World-class learning destination for all learners: E33 aims to position Dubai as a world-class hub for education for learners of all ages, attracting international students, educators, and institutions by enhancing the quality of higher education, vocational education, and training programmes to provide lifelong learning opportunities.
- Innovative ecosystem that creates impact and activates growth: E33 is committed to creating a forward-looking education system that is at the edge of innovation, integrating technology, and research to prepare Dubai learners for future challenges and ensure they are not just participants in the global economy but innovators and leaders who can shape the future.

Game Changer initiatives
In addition to the strategic goals, 28 Game Changer initiatives will be rolled out in several phases over the next decade to redefine educational experiences and outcomes, and foster innovation and excellence across all levels of education.
Game Changers will be rolled out starting from the 2024-25 academic year and more information will be available as they’re announced.
