At KHDA, future foresight is how we explore what tomorrow might hold and turn that understanding into smarter decisions now to serve Dubai’s learners and the education ecosystem as a whole. Our aim is to be a global leader in learner-centric future foresight, helping to shape better futures for generations to come.

We do this by nurturing a forward-looking culture within KHDA and by working hand in hand with partners across Dubai’s education and learning community. Our future foresight supports Dubai’s wider ambitions — including the UAE Future Foresight Strategy, Dubai Plan 2033, Dubai Social Agenda 2033, the Dubai Economic Agenda 2033, Dubai 2040 Urban Master Plan, and the Education 33 Strategy — and, step by step, we continue to strengthen our future thinking and future-readiness, which are integral to how KHDA operates, decides, and plans.

How We Work

We utilise a range of approaches, methods, and tools to create the greatest value for Dubai’s learners.

Strategic foresight grounds our work in established practice and evidence. We use trusted methods, such as horizon scanning and scenario planning, to explore how the future might unfold, and we turn what we learn into practical, adaptable outputs — so our decisions rest on careful consideration of a range of futures.

Transformative foresight is about mindset. This fuels our curiosity, challenges our assumptions, and brings many different voices into the conversation, helping us and the wider ecosystem become more comfortable with imagining and shaping what comes next.

Future Foresight Intelligence is where and how we align our future foresight with our Strategic Management Framework, driving anticipatory decision-making and enhancing our overall future-readiness as an organisation.
