This service enables private schools to seek approval for cancelling their Educational Services Permit, thereby ceasing all educational activities.

Required documents

  • A signed confirmation from the owner explaining the reasons for closure, including the plan for the school building post-closure.
  • A thorough closure plan detailing how enrolled students will be transferred to other schools.
  • A draft letter to be sent to parents regarding the school’s closure, subject to KHDA’s review and approval.
  • A written commitment from the owner to settle all dues and entitlements of the administrative and teaching staff by the end of the academic year.

Terms and conditions

  • KHDA Educational Services Permit and the Commercial License must be valid at the time of submitting the application for this service.
  • Schools must give at least one full academic year's notice before applying to close the school.
  • KHDA approval must be secured before informing parents and staff, who should be notified at least one academic year prior to the scheduled closure date.
  • The owner must liaise with other schools to ensure there are enough seats for all enrolled students.
  • The closure process must not disrupt ongoing educational activities during the current academic year.
  • For branch schools (of international schools) prior approval from the parent, school and KHDA is necessary
  • After receiving approval, the Board of Trustees of the parent school in the home country must ensure:
    • Completion of education for current students
    • Resolution of all grievances from parents, students and staff
  • Fulfilment of any financial obligations arising from these grievances. The operator must settle all obligations with KHDA by the end of the academic year in which the closure occurs.

The process

  • Submit the school closure application via the KHDA portal, including all necessary requirements and documents
  • KHDA evaluates the application and makes a decision.
  • Pay the service fee for  cessation/ suspension of the educational activity.
  • Once all conditions and requirements are met, the KHDA issues an Initial Approval that outlines the conditions specified in Article 4 of Administrative Resolution No. (21) of 2023 Concerning the Requirements and Procedures for Ceasing Educational Activity.
  • Once KHDA confirms the transfer or graduation of all enrolled students, a No Objection Certificate (valid for 30 days) is issued to the relevant licensing authority, and the Educational Services Permit is then officially cancelled in the KHDA system.
