KHDA hosts second edition of E33 CoLabs Dubai – November 17, 2025: Dubai’s Knowledge and Human Development Authority (KHDA) hosted the second edition of the E33 CoLabs 2025, bringing together more than 200 participants from across Dubai’s education community – including teachers, students, parents, and education leaders – representing all stages of private education, from early childhood to higher education and beyond.

The E33 CoLabs are designed to engage the community in co-creating initiatives and programmes that advance the goals of the Education 33 (E33) Strategy. The event was attended by His Excellency Abdulla Mohammed Al Basti, Secretary General of The Executive Council of Dubai. 

This year’s edition focused on seven key areas, including designing learning pathways for Emirati students; linking university research with entrepreneurship to build a “Dubai Education Innovation Bridge”; and enhancing teacher wellbeing to support retention, motivation, and teaching quality.

The sessions also explored ways to strengthen students’ financial literacy across all life stages, design a flexible learning day that supports wellbeing, promote healthy digital habits for young children, and integrate sustainability into both the school environment and the curriculum. 

Through collaborative discussions and design thinking workshops, participants developed practical ideas and prototypes to accelerate progress in these seven areas, shaping them into actionable projects aligned with the E33 strategy’s game changer projects. 

Her Excellency Aisha Miran, Director General of KHDA said: “The second edition of the E33 CoLabs marks one year since the launch of the Education 33 Strategy by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai. Over the past year, our education community has shown remarkable creativity, resilience, and collaboration – driving change and shaping a future where every learner, especially Emirati students, is ready to lead with confidence and purpose. 

“E33 embodies the vision of a city that never stops creating opportunities – a city built on the belief that investing in people is the surest path to sustainable development and lasting progress. Guided by our leadership’s vision, we are committed to working hand in hand with the education community to ensure every learner in Dubai has access to high-quality, learner-centred education that nurtures talent, inspires innovation, and empowers future success. Together, we will continue to make every learner’s journey in Dubai meaningful, inclusive, and impactful.”

Education 33 Strategy: A year of collaboration and achievement
Since the launch of E33 in October 2024, KHDA has launched more than 12 game changer initiatives that empower students, teachers, and parents. These initiatives have focused on improving education quality, empowering teachers, enhancing student wellbeing, and strengthening the role of parents and the wider community.

Highlights include initiatives that support Emirati students and families, such as Excel Anywhere, which helps schools with high numbers of Emirati learners improve their inspection ratings, and Girnas Educational Advisor, which guides parents in choosing the right schools for their children. The Dubai Distinguished Students Programme and Hamdan bin Mohammed Scholarship Programme are empowering outstanding Emirati students to pursue their education in Dubai’s top schools and the world’s best universities, while the Al Freij Nurseries are expanding access to early childhood education rooted in cultural identity for Emirati children.

To honour and retain outstanding educators, KHDA launched All Rise, which awarded Golden Visas to more than 200 exceptional educators. A dedicated mentorship programme for Emirati teachers – Leaders in Education – will also nurture Emirati teaching talent. Initiatives, such as Leaders of Tomorrow and Without Barriers, have strengthened student voice, inclusion, and leadership, while Loughat Al Daad is promoting Arabic as a language of connection and pride across all stages of learning.

KHDA has also introduced a series of new education policies and frameworks that create safe, inspiring, and high-quality learning environments. These include new guidelines for appointing teaching staff, policies to improve outcomes in Arabic and Islamic Studies, and a quality framework for early childhood education that sets new standards for care and learning.

With the announcement of the Dubai National University, the D33 Attraction Strategy, and Dubai Research Agenda, Dubai continues to strengthen its position as a world-class hub for higher education and research. 
A total of 28 game changers – initiatives to transform Dubai’s private education sector – are set to be rolled out by 2033, each with clear performance indicators to track progress and outcomes.
