This service allows training institutes in Dubai to request the addition or cancellation of a course or activity on their Educational Services Permit.

The processing period of 8 working days begins once KHDA has received all required documents.

• Approval from relevant authorities (for specialised courses requiring authorisation from competent bodies – e.g., medical and cosmetic courses from the Dubai Health Authority)
• Approval from the certifying authority for professional certificates (for institutes offering preparatory courses for professional certification exams).
• Details of the new courses and training programmes to be offered by the institute.

• KHDA Educational Services Permit and the commercial license must be valid at the time of submitting the application for this service.
• The name of the new training programme must adhere to KHDA’s approved naming guidelines.
• Institutes offering accredited training programmes must seek prior approval from the relevant accreditation body.
• If the course falls under the remit of another government entity, relevant approval must be obtained from that entity.
• Approval for the new training programme(s) is subject to the following conditions:
  • The training programme must include a statement of its objectives, topics, number of hours, duration, delivery method, assessment system, and completion requirements, along with the name of the accreditation body for the relevant training certificate (if any).
  • The content of the training programme must not conflict with UAE public morals, customs, traditions, national security or applicable laws in the Emirate.
  • The training programme name must not include any misleading words or suggest a connection with public figures or government bodies without an authentic relationship.
• Any agreement with an accreditation body must remain valid for the duration of the training programme.
• Service fees are calculated based on the number of new training activities being added. A cost of AED 2,500 is applied for each new activity approved for inclusion on the Educational Services Permit.
• Educational Services Permit renewal fees may be adjusted based on the total number of training activities listed on the updated Educational Services Permit.

• Apply through KHDA portal.
• The application will be reviewed based on the type of courses offered by the institute. If approved, the applicant will receive a notification with the total fees. If rejected, the KHDA will inform the applicant and explain the reasons for the refusal.
• The applicant pays the service fees.
• The Educational Services Permit is updated to reflect the new training programmes or activities. A No Objection Certificate is issued to the relevant licensing authority, valid for 30 days.
