This service enables private schools to request changing the shareholder(s) listed on their Educational Services Permit.

The processing period of 6 working days begins once KHDA has received all required documents.

• The KHDA Educational Services Permit and the Commercial Licence must be valid at the time of submitting the application for this service.

• Initial Approval from the licensing authority
• Operational plan (if required)
• For individual owners: Copy of a valid passport
• For institutions:
  • Registration certificate from the licensing authority
  • Certificate of legal status and official representation (to verify the commercial entity’s legal standing and identify authorised signatories)

• Apply via the KHDA portal, with all the required documents and approvals.
• KHDA reviews the application to determine whether to grant Initial Approval.
• Once approved and all requirements are met, pay the service fee for amending owner(s) information.
• KHDA issues a No Objection Certificate (NOC) addressed to the relevant licensing authority, valid for 30 days. The shareholders’ information will also be updated on the school’s Educational Services Permit.

*Note: An additional fee of AED 500 will be charged for the issuance of the No Objection Certificate (NOC).
