Renew an Educational Services Permit for a Higher Education Institution

This service enables a higher education institution regulated by KHDA to renew their Educational Services Permit to continue operations in Dubai in accordance with applicable laws and standards.

No documents are required for the renewal application.

Independent universities (accredited by CAA):

1. A copy of the current licensure from the Ministry of Higher Education and Scientific Research.
2. Proof of initial licensure and accreditation issued by the Ministry of Education (for Private Higher Education Institutions)

1. The Higher Education Institution must hold a valid trade license at the time of submitting the renewal application.
2. All outstanding fees and fines must be settled before applying for this service.
3. The application for renewal of the Educational Services Permit must be submitted by the Higher Education Institution at least 90 days before the Permit’s expiry date.

• Step 1: Submit the application via the KHDA e-services portal.
• Step 2: KHDA reviews the application and issues a decision.
• Step 3: The higher education institution pays the applicable fees.
• Step 4: The Educational Services Permit will be renewed. Upon request, KHDA will issue a No Objection Certificate addressed to the licensing authority. The NOC is valid for 30 days.
