This service allows KHDA regulated higher education institutions to apply for the suspension of their educational services and the cancellation of their educational permit.

Required Documents

  1. A letter to KHDA explaining the Higher Education Institution’s reasons for cancelling the Permit and an action plan for current students and staff (teach-out process).
  2. A draft of the proposed communication to students.
  3. For International branch campuses:, a confirmation letter from the home campus.

Terms and Conditions

  1. All outstanding fees and fines must be paid before applying for this service.
  2. The institution must complete the teach-out process for all students enrolled before applying for this service.
  3. The rights of all administrative and technical staff of the educational institution must be protected.
  4. Any further obligations specified by a resolution from KHDA’s Director General must be fulfilled.

The Process

  • Step 1: Apply via the KHDA e-services portal and ensure that all outstanding fees and fines are settled.
  • Step 2: The application will be reviewed, and a verification will be carried out to confirm the completion of the teach-out process and that no students are currently enrolled at the institution, before notifying the higher education institution of the final decision.
  • Step 3: Upon request, a No Objection Certificate addressed to the relevant commercial authority will be issued, valid for 30 days, after which the Educational Services Permit will be cancelled.
