Service Description

The request is to amend the location or campus details of a licensed higher education institution operating in Dubai. The proposed change could involve relocating to a new site or modifying existing campus boundaries, ensuring it aligns with the institution’s operational and strategic plans.

Terms and conditions

  • The KHDA Educational Services Permit and the commercial license must be valid at the time of submitting the application for this service.
  • The buildings of the Higher Education Institute must:
    • Be suitable for conducting the activities and the Higher Education Programmes to be offered by the Higher Education Institute.
    • Comply with the construction, health, and professional safety requirements established by the legislation in force in the Free Zone.
    • Meet the following technical specifications:
      - The capacity of the buildings must be proportionate to the number of students to be enrolled therein.
      - The classrooms, study halls, and facilities are suitable for delivering Higher Education Programmes.
      - All educational resources, including educational materials, laboratories, and information technology, must be available and suitable for conducting higher education programmes.
      - Must meet all other specifications as specified by KHDA.

Service requirements

Branch campus of the Higher Education Institute:
  • A letter from the home campus explaining the measures taken to ensure that the relocation will not impact the quality of learning outcomes and confirming that the provision of space complies with the guidelines of the accrediting body of the home campus.
Private Higher Education Institute:
  • A letter from the Commission for Academic Accreditation approving the relocation within the building space.
  • A letter approving the amendment to the building space.

Service time

15 working days. The processing period of 15 working days begins once KHDA has received all required documents.

Service journey

  • Apply via the KHDA portal, attaching the necessary documents.
  • The application is reviewed, and the higher education institution is informed of the final decision.
  • Once approved, the Educational Services Permit will be updated with the new campus details, and a No Objection Certificate (NOC) addressed to the relevant licensing authority will be issued, valid for 30 working days.
