Amending shareholder details on the Higher Education Permit

This request is to amend the shareholder name for a higher education institution holding a valid permit to operate in Dubai.

KHDA Educational Services Permit and the commercial license must be valid at the time of submitting the application for this service.
All shareholders must be in good legal and financial standing, with no ongoing litigation, insolvency, or regulatory violations. Shareholders must submit valid identification, proof of source of funds, and any required approvals from relevant authorities if requested.

For branch campuses of Higher Education Institute (Natural Shareholder):

For branch campus of Higher Education Institute (Corporate Shareholder):

Undertaking from the university branch to the KHDA
Copy of the company’s commercial licence (if the investing company is based in Dubai)
Copy of the resolution by the investing company’s Board of Directors
Copy of the company’s Certificate of Incorporation

Private University (Natural Shareholder):

Certified signature specimen for all shareholders
Final agreement between the Academic Infrastructure Provider (AIP) and the higher education institution

Private University (Corporate Shareholder):

No Objection Certificate (NOC) from the Commission for Academic Accreditation (CAA) or the Ministry of Higher Education and Scientific Research
No Objection Certificate (NOC) from the appropriate commercial licensing authority

No fees

15 working days. The processing period of 15 working days begins once KHDA has received all required documents.

Apply via the KHDA portal, attaching the required documents.
The application is reviewed, and the higher education institution is notified of the final decision.
Upon approval, the Educational Services Permit will be updated with the shareholders’ information, and a No Objection Certificate (NOC) addressed to the relevant commercial authority will be issued, valid for 30 working days.
