This service allows higher education institutions to amend permit owners' details and ownership structure. The proposed change reflects an update in the ownership structure, approved by the institution’s Board of Directors and the respective authority.

1. KHDA Educational Services Permit and the trade license must be valid at the time of submitting the application for this service.
2. All permit owners must be in good legal and financial standing, with no ongoing litigation, insolvency, or regulatory violations.
3. The permit owners must submit valid identification, proof of source of funds, and any required approvals from relevant authorities if requested.

1. No Objection Certificate (NOC) addressed to the relevant licensing authority.
2. Amendment of the permit owners' details on the Educational Services Permit.

For International branch campuses of Higher Education Institution (Natural Shareholder):

1. Undertaking addressed to the KHDA
2. Certified signature form for each investor or shareholder
3. Copy of the resolution by the Board of Directors of the investing company
4. Final agreement between the shareholder and the higher education institution

For International branch campus of Higher Education Institute (Corporate Shareholder):

1. Undertaking from the university branch to the KHDA
2. Copy of the company’s trade licence (if the investing company is based in Dubai)
3. Copy of the resolution by the investing company’s Board of Directors
4. Copy of the company’s Certificate of Incorporation

Independent Private University (Natural Shareholder):

1. Certified signature specimen for all shareholders
2. Final agreement between the Academic Infrastructure Provider (AIP) and the higher education institution

Independent Private University (Corporate Shareholder):

1. No Objection Certificate (NOC) from the Commission for Academic Accreditation (CAA) or the Ministry of Higher Education and Scientific Research
2. No Objection Certificate (NOC) from the appropriate commercial licensing authority

Step 1: Apply via the KHDA e-services portal, attaching the required documents.
Step 2: The application is reviewed, and the higher education institution is notified of the final decision.
Step 3: Upon approval, the Educational Services Permit will be updated with the shareholders’ information, and a No Objection Certificate addressed to the relevant commercial authority will be issued, valid for 30 days.
