Adding Higher Education programmes

Service Description

This request seeks to add new academic programmes to the offerings of a permitted higher education institution operating in Dubai. 

Terms and conditions

  • KHDA Educational Services Permit and the commercial license must be valid at the time of submitting the application for this service.
  • The programme must include a description of its objectives, number of credit hours, duration, mode of study, adopted quality assurance system, graduation requirements, the name of the academic degree awarded upon successful completion, and the name of the awarding institution.
    • The program content must not conflict with Islamic Sharia, local customs, laws, or prevailing traditions in the United Arab Emirates.
    • The relevant authorities must academically recognise the programme.
  • The programme name must satisfy the following conditions: <
    • It must not contain any misleading terms or expressions.
    • It must not contravene public morals.
    • It must not refer to public or governmental figures without a genuine connection to the higher education program.

Phase 1 (Eligibility):
  • Program Title
  • Program Level
  • Program duration
  • Intended date of commencement of the programme in Dubai.
  • Rationale for introduction of the programme.
  • Brief description of the target market and demand for the programme (It is not necessary to send evidence to support demand at this stage).
  • Evidence of suitable resources, including faculty, to support the introduction of the programme.
Additional requirement for International Branch campus:
  • How many cohorts have graduated from the programme at the home campus?
  • Who grants accreditation or other valid external approval for the programme at the home campus?
  • Does the programme hold any professional accreditation, and would this be extended to the branch campus?
  • Approval from the Home campus to launch the programme in Dubai.
Phase 2 - For higher education institutions accredited by the Ministry of Higher Education and Scientific Research
  • Branch campus of Higher Education Institute: In accordance with the quality assurance standards outlined in the University Quality Assurance International Board manual.
  • Higher Education Institute approved by the Ministry of Education: Letter from the Commission for Academic Accreditation confirming that the programme has been awarded initial accreditation status.

Service time

30 working days. The processing period of 30 working days begins once KHDA has received all required documents.

Service journey

  • Submit the application via the e-Services portal and attach all Phase One documents.
  • The application is reviewed, and the higher education institution is notified to attach Phase Two documents.
  • Once approved, the Educational Services Permit will be updated to include the new programmes, and an official Approval Letter will be issued.
