This service enables Early Childhood Centres (ECCs) to request approval to relocate their operations to new premises within Dubai.

Service timeline
10 working days. The processing period of 10 working days begins once KHDA has received all required documents.
Required documents
Phase 1
- Building plan approved by Dubai Municipality or the relevant licensing authorities
Phase 2
- Completion certificate issued by Dubai Municipality or the relevant licensing authorities.
- Environment Health and Safety (EHS) Certificate from the General Directorate of Civil Defence in Dubai.
Terms and conditions
- The KHDA Educational Services Permit and the Commercial Licence must be valid at the time of submitting the application for this service.
- The new building must be completed and fully adhere to the health and safety standards set by the relevant authorities.
- The new location must comply with the ECC’s Education and Care Plan or a submitted transitional plan.
- Relocation to the new building can only happen after receiving final approval from KHDA and securing all necessary approvals from relevant authorities.
- The move must occur during term breaks or the end-of-academic-year break.
- The proposed premises must be appropriate for the centre’s current age group or any other age groups that are planned.
- The premises must continuously comply with all building, health and safety requirements during the validity of the Permit.
- The ECC’s name must be visible in both Arabic and English on the external facade of the new premises.
The process
- Submit the relocation application together with the Phase 1 requirements through the KHDA portal.
- The application will be reviewed, and an Initial Approval will be granted to the Permit holder.
- Once the new premises are ready, the centre shall notify the KHDA of the building’s readiness and send the Phase 2 documents via email.
- KHDA’s compliance team visits and confirms the building's readiness, ensuring that all necessary approvals from relevant authorities have been obtained.
- Upon successful inspection, KHDA issues a No Objection Certificate (NOC) to the relevant licensing authority. The NOC remains valid for 30 days from the date it is issued.
- KHDA updates the Educational Services Permit with the new location details, aligning it with the updated commercial licence.
