Service Description
This service allows Early Childhood Centres (ECCs) in Dubai to secure KHDA’s approval for expanding their existing premises, whether by increasing facility space or capacity.

Service timeline
10 working days. The processing period of 10 working days begins once KHDA has received all required documents.
Required documents
Phase 1
- Building plan approved by Dubai Municipality or the relevant licensing authorities
Phase 2
- Completion certificate from Dubai Municipality
- Environment Health and Safety Certificate from the General Directorate of Civil Defence in Dubai.
Terms and conditions
- KHDA Educational Services Permit and the Commercial Licence must be valid at the time of submitting the application for this service.
- The expansion must be a physically connected part of the existing premises and must operate under the same commercial licence.
- The expanded area must comply with all building, health and safety standards established by the relevant authorities. KHDA’s compliance team will check the building’s readiness during a scheduled site inspection.
The process
- Email the application along with Phase 1 requirements to rpc@khda.gov.ae.
- The application will be reviewed, and an Initial Approval will be issued to the Permit holder.
- Once the expansion is complete, the centre shall notify the KHDA of the building’s readiness and attach the Phase 2 requirements via email.
- KHDA’s compliance team visits and verifies the building's readiness, confirming that all necessary approvals from relevant authorities have been obtained.
- Upon successful inspection, KHDA issues a No Objection Certificate to the relevant licensing authority. The NOC is valid for 30 days from the date it is issued.
