This service allows Early Childhood Centres (ECCs) to request the addition or change of owner(s) in their Educational Services Permit.

5 working days. The processing period of 5 working days begins once KHDA has received all required documents.

• Initial Approval from the relevant licensing authority.

• KHDA Educational Permit and the Commercial Licence must be valid at the time of submitting the application for this service.

• Apply via the KHDA portal, attaching all necessary documents and approvals.
• KHDA will review the application and issue a decision.
• If approved, KHDA will issue a No Objection Certificate (NOC) addressed to the commercial licensing authority. The NOC remains valid for 30 days from the date it is issued. The owner's details will be updated in the Educational Services Permit accordingly.
