This service allows Early Childhood Centres (ECCs) to formally seek KHDA’s approval to cancel their Educational Services Permit and cease offering childcare and educational services.

Required documents

A permit cancellation plan that includes:

  • A signed statement from the owner confirming the intention to close the ECC, including the reasons for closure and the plan for the building.
  • A commitment from the owner to settle all entitlements for administrative and teaching staff by the end of the academic year.
  • A commitment to continue providing education and care services until the cessation date.
  • A draft letter addressed to parents regarding the closure, to be submitted to KHDA for review and approval before distribution.

Terms and conditions

  • The KHDA Educational Services Permit and the Commercial Licence must be valid at the time of submitting the application for this service.
  • The ECC must not cease operations without prior written approval from KHDA. This approval will be granted in line with the terms, rules and procedures specified in the relevant resolution issued by the Director General. 
  • All outstanding fees and fines must be settled in full before submitting the request.
  • In the event of requesting closure during the academic year, the closure request must be submitted at least four months prior to the end of the academic term.
  • Parents and staff must be formally notified at least one academic term in advance, and only after KHDA’s approval has been obtained.
  • The ECC must help in offering alternative placements for enrolled students, in collaboration with other KHDA-permitted centres.
  • The closure does not interrupt the current academic term and should be completed during the academic break. 
  • The ECC assumes full responsibility for resolving all complaints and financial claims from staff and parents resulting from the closure.

The process

  • Send the application and all supporting documents via email to rpc@khda.gov.ae..
  • KHDA will review the request and make a decision.
  • If approved, KHDA will issue a No Objection Certificate (NOC) addressed to the relevant licensing authority. The NOC is valid for 30 days from the date it is issued. The ECC’s Educational Services Permit will then be officially cancelled.
