This service enables Early Childhood Centres (ECCs) to gain KHDA’s approval to organise annual activities, programmes, and events for children of all age groups.

Terms and conditions

  • The KHDA Educational Services Permit and the Commercial Licence must be valid at the time of submitting the application for this service.
  • All approved activities must comply with Executive Council Resolution No. (35) of 2020 regulating Early Childhood Centres in the Emirate of Dubai.
  • Activities must not contradict the culture, traditions, or principles of Islam in the UAE, nor promote any other religion.
  • All non-educational and extra-curricular activities must remain optional for children.
  • If any amendments are made to  approved activities—such as changes to the date or the activity itself—the Early Childhood Centre must submit a new request specifying the modifications.
  • Third-party service providers must hold the necessary approvals and licences from the relevant government authorities to conduct the activities.
  • The Early Childhood Centre is responsible for ensuring that all requirements, including but not limited to health and safety, are met. This responsibility applies regardless of whether the service is delivered directly by the centre or through a third party.
  • ECCs are strictly prohibited from fundraising or receiving donations without prior approval from KHDA and the relevant government entities.
  • ECCs must obtain KHDA approval for all educational, care-related, and extracurricular activities they plan to organise annually.
  • No programmes or events may be conducted, added, or modified without prior approval from KHDA.
  • If an ECC intends to lease or rent its facilities to external parties for an event or activity, approval must be obtained from the relevant licensing authority.

The process

  • The application must be submitted via email to rpc@khda.gov.ae, with information about the activity or programme attached. This information should include the activity name, description, fees, age group, and date of the activity or event.
  • KHDA will assess the application and make a decision.
