Terms and Conditions

  1. The KHDA Educational Services Permit and the Licence must be valid at the time of submitting the application for this service.
  2. The ECC must provide an updated Education and Care Plan that meets the curriculum standards for the targeted age group.
  3. KHDA reserves the right to request any additional documents, data, or information deemed necessary.
  4. KHDA shall review the submitted amendments and issue its decision regarding the Education and Care Plan within a period not exceeding 10 working days from the date of receipt of the amendments.
  5. The Centre must submit the required amendments to the Education and Care Plan within 20 working days from the date of notification. The applicant is allowed to make amendments a maximum of two times. If the applicant exceeds the specified timeframe for submitting amendments on any occasion, the KHDA has the right to reject the application, and the applicant will need to submit a new application.
  6. The premises must meet the specifications set by relevant government authorities and be approved by KHDA.
  7. The new age group can only begin operation after receiving final approval from KHDA and obtaining all necessary clearances from relevant authorities.

The Process

  • Step 1: Submit the application via the KHDA e-services portal, including the latest Education and Care Plan with the proposed age group.
  • Step 2: KHDA reviews the Education and Care Plan and notifies the Centre of the required modifications (if any). The Centre may resubmit the plan a maximum of two times after making the necessary amendments.
  • Step 3: Once the plan is approved, KHDA's compliance team conducts a site visit to verify the readiness of the Centre's facilities to provide early childhood care and education services.
  • Step 4: If the building readiness requirements are met, the final approval will be issued.
  • Step 5: The Educational Services Permit is updated to reflect the new age group.
