Dubai: Ministry of Education is keen on providing full authority to education zones and schools to ensure their independence, said the Education Minister Dr Hanif Hassan.

"The efficiency of both administrative and financial systems is an important demand of the ministry's decentralication and schools authorities. The Ministry of Education calls for saving time and providing easy procedures as well as adequate information," Dr Hassan said while speaking yesterday at the launch the ministry's new initiative in raising the financial system of education zones and schools and discarding paper procedures.

The new advanced financial system includes updated information databases of schools and education zones, details of administrative and teaching staff as well as operational expenditures and incomes of schools.

Mohammad Bin Hindi, Executive Director of Institutional Affairs and Supporting Services at the ministry gave a detailed explanation of the new e-finance system, its goals and the objectives of the new project.

He said: "The project represents one of the main operational plans and restructure of the Ministry. It aims for adopting new decentralized steps and consolidates relations between the Ministry, education councils and education zones and at the same time supports the roles of schools in being the base foundation of education development". 

He explained that the new system aims for establishing a new e-finance and supervision system which assists the education zones and schools in analysing and evaluating their expenses through new electronic reports of the budgets and expenses of these schools. The system will then automatically analyze the amounts and types of expenses according to the needs and development requirements of each school.

The purpose of this project is to supervise the expenditures of every school and ensure that they fulfill their demands. Bin Hindi mentioned that the new e-finance system is divided into two operational phases: in phase one schools submit the details of their expenditures and remaining balance and can calculate their incomes in phase two. In all cases, schools and education zones will be provided with user guides and handbooks about the system and its services.

"With this system, the Ministry will have the authority to supervise and follow up the expenditure transactions of all schools by getting regular reports while ensuring that all the schools and education zones do not exceed their budget's limit.
